I've not had the particular issue you describe - most anything else that can break, stop working, hang, or fizzle, I can attest - personal experience: iCloud is great while it works and just flat out stubborn when it breaks. (My experience - others might have better luck.) Windows, in other words, officer little help for resolving iCloud issues - Windows tolerates the application, of course, but Windows cannot "fix" iCloud when the app stops working. If there are problems with iCloud, really anything that is related to getting it onto your Windows 10 system to how it works, you are going to want (need) to search the net / get help from Apple / iCloud.
